Genetic Engineering of Animals
On 24 January, 2000 Japanese scientists at Kagoshima Prefectural Cattle Breeding Development Institute announced the birth of a recloned cow, that resulted from nuclear transfer from the ear cell of a 3 month old cloned cow (CNN 25 Jan. 2000). The Danish Ministry of Trade and Industry has released a report in English, An ethical foundation for genetic engineering choices (Ministry of Trade and Industry, 1999, 60pp.). It was the result of a Biotik group on biotechnology and ethics which was largely academic in composition. The focus includes an opinion to regulate genetic engineering on animals and to not allow engineering of human beings, beyond somatic cell gene therapy. Risk assessment is open to public interpretation, BMJ 320 (2000), 315; and they often fear commercial links to regulators, Nature 403 (2000), 6-7.
An International Academy Council has
been formed in Switzerland to bring together international scientific

Regulation & Field Trials of GMOs
Agreement on a global biosafety protocol by 130 countries including the USA will govern international trade in GMOs, once 50 countries have ratified it. The new treaty does not cover pharmaceuticals, but agricultural commodities. "Rent Creation and Distribution from the First Three Years of Planting Bt Cotton", ISAA Briefs No. 14, 1999, 18pp. It studies the 48 commercially introduced transgenic cotton varieties introduced to the USA since 1996, which now make up over 45% of the cotton varieties in the USA. The amount of insecticide applied has fallen significantly, by several times since 1994. One way to solve the blood supply problem is to use blood from hemochromatosis patients, whose blood contains too much iron, but this is not approved in the USA, Probe 8 (No.1, 1 Feb. 2000), 1, 6-7. However blood banks do not ask, so patients can receive free blood-letting in exchange for giving blood, that would otherwise be wasted. A book review of Resnik, S. A survey of women who gave birth in Chicago in 1997 and 1998 found 58% received HIV counseling and 65% were offered testing, AJPH 90 (2000), 273-6. 56% took the testing and 88% were given the test result. A new book that will become a reference work for anatomy and bioethics is Jones, DG. Speaking for the Dead. Cadavers in biology and medicine (Ashgate, 2000, ISBN 0-7546-2073-5, 275pp.). It includes discussion of aboriginal and Maori views, as well as the history of reflection on anatomy, and the efforts of an anatomy professor and head of department to deal with the issues. Some brain dead patients make involuntary reflex movements, Lancet 355 (2000), 206; Neurology 54 (2000), 221-3, 224-7. The German prosecutor is investigating the removal of dead babies organs, and there will be an independent inquiry in the UK on the storage of organs at Alder Hey Royal Liverpool Children's Hospital, BMJ 320 (2000), 77.
